Grandees not to weaken

Collaging together images from the news, or... there might have been a suggestion to do away with the red tape, but red tape is the process, and is the process overly officious or officially necessary, or, as is usually the case, somewhere between these two pole, that the process can be improved and the procedures guides the process in a safe way as learned through past failures.
