A nude male figure with sights, or... the use of power in an erratic and reactive way should, surely, be noticed by the checks and balances in the political system, though, some systems are less reactive than others, change in dictatorships can be particularly messy, for example, but I guess if there are enough people who were happy with their lot then there is not enough to disparage, and then a bulldozer.
