Empowering the undermined
It is a tricky thing empowering people, it is far easier for a leader to undermine than empower. Sometimes the undermining can be with the best of intentions but the opposite is not as easily done, the opposite would be to put that person in charge for the equivalent but why would the leader trust the sulking minion it was necessary to undermine any power. What a fool that leader would be, so instead of power some sort of illusion of power will suffice.
